It appears that the British army (and probably the intelligence services together with it) lacked cameras, at the start of the WWII. This advert here explains what sort of cameras the military had in mind when offered to purchase them, as many as they could get. Unfortunately, the advert doesn't say anything about Minox. They weren't probably that big in England at the time.
